The training programme has been designed to prepare navigation cadets those who have completed 12 months of onboard or deck seafarers who have completed 36 months of sea experience, sit for the examination “Certificate of Competency as Officer In charge of a Navigational watch, on ships of 500 GT or more (unlimited)” conducted by the Director General of Merchant Shipping Sri Lanka.

This course covers the mandatory minimum requirements for knowledge, understanding and proficiency as set out in Regulation II/1, Section A-II/1, Table A-II/1 of STCW’78 as amended.

Function 1: Navigation at the Operational Level

This syllabus covers the requirements of the STCW Convention 1978, as amended, chapter II, section A-II/1. This functional element provides the detailed knowledge to support the training outcomes related to Navigation at the Operational Level.

This section provides the background knowledge to support:

  • planning and conducting of a passage and for determining position
  • maintaining a safe navigational watch
  • use of radar and ARPA to maintain safety of navigation
  • use of ECDIS to maintain the safety of navigation
  • responding to emergencies
  • responding to a distress signal at sea
  • use of the IMO standard marine communication phrases and use English in written and oral form
  • transmission and receive information by visual signalling
  • manoeuvre the ship.

Function 2: Cargo Handling and Stowage at the Operational Level

This syllabus covers the requirements of the STCW Convention 1978, as amended, chapter II, section A-II/1. This functional element provides the detailed knowledge to support the training outcomes related to Cargo Handling and Stowage at the Operational Level.

This section provides the background knowledge to support:

  • monitoring the loading, stowage, securing, care during the voyage and the unloading of cargoes
  • inspecting and reporting defects and damage to cargo spaces, hatch covers and ballast tanks.

This includes topics such as ship stability, deck cargoes, containers, bulk cargoes, grain, dangerous goods and oil tankers.

Function 3: Controlling the Operation of the Ship and Care for Persons on Board at the Operational Level

This syllabus covers the requirements of the STCW Convention 1978, as amended, chapter II, section A-II/1. This functional element provides the detailed knowledge to support the training outcomes related to Controlling the Operation of the Ship and Care for Persons on Board at the Operational Level.

This section provides the background knowledge to support:

  • ensure compliance with pollution prevention requirements
  • maintaining the seaworthiness of the ship
  • prevention, control and fighting of fires on board ship
  • operation of life-saving appliances
  • apply medical first aid on board ship
  • monitoring compliance with legislative requirements
  • Application of leadership and teamworking skills
  • contribute to the safety of personnel and ship.

This function includes topics such as ship stability, carriage of cargoes on deck, heavy lifts, containers, bulk cargoes, grain, dangerous goods, oil tankers and the IMO conventions.

Upon successful completion of the course and examination, candidates will be awarded with the “Certificate of Competency as Officer In charge of a Navigational watch on ships of 500 GT or more” by the Director General of Merchant Shipping Sri Lanka.

Maximum 15-24 students per course.

Academic Faculty

Our training will be delivered by properly qualified lecturers and instructors who have the qualifications as specified in MSN 03/2022 issued by the Director General of Merchant Shipping, Merchant Shipping Secretariat, Sri Lanka.

Eligibility

  • not be less than eighteen years of age (18) on the date of commencement of the examination for the issue of the Certificate of Competency;
  • have approved seagoing service in the deck department on ships of 500 GT or more for a period of not less than 12 months as part of an approved training program which meets the requirements of Section A II/1 of the STCW Code and in which on-board training is documented in an approved record book;
    or
  • otherwise have approved seagoing service of not less than 36 months on ships of 500GT or more;
  • have performed, during the required seagoing service, bridge watch keeping duties under the supervision of the Master or a qualified officer for a period of not less than 06 months;
  • Shall have a valid medical fitness in accordance with schedule II of the Merchant Shipping Standards of Training, Certification and Watch keeping for Seafarers, as amended.
  • Shall have at least 6 months of bridge watchkeeping and
  • Shall have obtained a Letter of Eligibility from DGMS
